CSA 45 ADVISORY COMMITTEE MEETING 5/22/24 PRUNEDALE LIBRARY

Monterey County administers our special assessment taxes. Tax Code 77600 (street lights and drains) & 77601 (Open Spaces) on your property tax bill is the source for funding our Open Space (greenbelts) work such as the Goats, Cal Fire crews, or other projects. In February storms caused damage to two trees on Valley Oak which cost enough to lower available funding for goats this year (again). The Board of Directors will have an urgent Meeting 5/28/24 to determine what is necessary to provide adequate weed control.

The basic problem is inadequate funds available via our Special Assessment taxes, as well as inadequate funding for our Oak Hills Neighborhood Assn. Costs have also gone up such as our liability insurance which has gone up 29% or $1000 this year. In lieu of the lack of goat funding the Association will have to provide manual weed control. This will severely impact our budget.

The situation will be discussed at our June 30 th Picnic/Meeting.

Cal Fire crew week of 11/27/23

  • 484 hours worked in 5 days by 16 men.
  • Work was done in 5 separate locations in 33 acres.
  • 4 critical drainage ditches cleared.
  • 6 downed Oak trees cut.
  • 2 acres of weeds cut.
  • Several Oak trees trimmed.
  • Hundreds of pounds of brush chipped.
  • Completion of approximately 75% of possible work.

By all standards it was a very successful week by a hard working crew.

GOAT PROJECT 2021

On July 11th 630 goats were delivered by Goats-R-Us and included several smaller ones about 1 1/2 yrs old. Due to lack of rain the grasses are less than average which means less food value for the herd so they will move along quickly.

County Service Area 45 is one of many special tax assessment Districts in Monterey County. If you look on your Property Tax statement you will see two ‘Direct Charges’; one is Code 77600 CSA #45 Oak Hills $25.64, and the other is Code 77601 CSA #45 Oak Hills Open Space $55.28. The first charge pertains to all of Oak Hills but the second charge pertains only to the “Old Oak Hills” East of Cathedral Oak Rd. The “Open Space” referred to is approximately 30 acres of undeveloped “Scenic Easement” in 12 parcels around our neighborhood. The County collects those taxes and administers the expenditures for certain maintenance items such as paying for street lights, drainage control, and landscaping. Also vegetation control for the open space areas is paid. Controls such as bringing in Cal Fire crews to trim trees and contracting for Goats to keep vegetation under control. These are administered under the auspices of Monterey County in cooperation with the Community through the CSA 45 Advisory Committee of which 2 members are allocated to the East of Cathedral Oak and 2 to the West and one at Large.
